I think damage is largely determined by your skill level and smithing. For example, my bows do like 30 damage even when I improve them, but my maces currently do close to 100 damage each. And my 1 handed is still relatively low - it levels SLOW when you one hit everything. :(
Best way to lvl up is to fight tough enemies. When youre under lvl35, giants are good for leveling up your character. As long as they dont toss you into space.
